He used it as a strategic location to try and stop the Arab slave traffic in the area. Arab traders used the location as a slave gathering point before Baker’s arrival. They would capture and carry enslaved individuals from East Africa to the coast. Baker transformed it into a fort in order to stop these actions. The fort was used by other colonial forces for a short time after Baker left Uganda, but as the slave trade declined, it gradually fell into despair.
Baker’s fort commonly known as Fort Patiko was a military fort built by Sir Samuel Baker in Patiko, Gulu District, northern Uganda. Construction of the Fort was completed in 1872. In 1888 after sir Samuel Baker had left, the site was occupied by Emin Pasha and Charles Gordon while they served as governors of the equatorial province of the British Uganda protectorate.
